DISTRICT ART STUDENTS WIN AWARDS AT LIBRARY PHOTOGRAPHY SHOW

KANSAS CITY, MO. – Several Kansas City, Missouri School District (KCMSD) art students recently earned several awards in the Plaza Library Teen Photography Contest.  Teens ages 13-18 submitted their original photography this summer to the Plaza branch of the Kansas City Public Library as 8”x10” prints. The theme of the contest was Metamorphosis at Your Library. Teens were asked to explore what metamorphosis meant to them by expressing “a change of form, structure, or substance” with a camera.

 • Allen Marinteau  - Honorable mention and one photo selected for display in the show

The library received over 80 entries. The photos were judged by the Professional Photographers’ Association of Greater Kansas City on creativity, style and subject matter. Photos are currently on display at the Plaza Library through the first few weeks of September.

AFRIKAN-CENTERED CAMPUS TO HOST LASER LIGHT ART PIONEER

KANSAS CITY, MO. – The Afrikan-Centered Education Collegium Campus (ACECC) will host international artist Rockne Krebs, inventor of laser light art and former Kansas City resident, on Thursday, Sept. 4, 2008, at the former Southeast High School campus, 3500 E. Meyer Blvd. Kansas City, MO. Krebs is coming to Kansas City to design an urban scale, green laser art piece designed to join the cultural communities of 18th and Vine, the Crossroads District and the West side.

Krebs is a 1957 graduate of Southeast High (now ACECC 7-12). He will deliver a lecture on his 40-plus years as innovator of the genre from 10 a.m. to noon.  ACECC is inviting four students from each Kansas City, Missouri School District middle and high school that are interested in technology and art, along with students from ACECC, to hear this famous alumnus.

“The Afrikan-Centered Education Collegium Campus is fast becoming the cultural center of the KCMSD’s newest direction for educating youth. We are very pleased to host this event sponsored by the District.” said Dr. Linwood Tauheed, ACECC board member. “This lecture brings to light the importance of art, science and high technology for students to make informed, well-rounded career decisions.”

The laser project called,  “Green Light=GO!” is an effort that joins diverse communities, enhancing the rich heritage of Kansas City’s ethnic and cultural landscape with an artistic laser of green light that will cut through, cross lines and connect people, places, food and music.  

“This project is a true, grassroots economic development ‘New Tools’ initiative begun by the ‘East Meets West of Troost’ organization founded to see this and other initiatives set in motion for the betterment of Kansas City,” said Sasteh Mosley, founding member of the ‘East Meets West of Troost.’

KANSAS CITY, MO—Banneker , Satchel Paige and Whittier Elementary Schools will implement a “Walking School Bus Program” in the 2008 fall semester. Students will have the best of both worlds: a ride to school while scheduling regular physical activity back into their day. A walk or bike ride option replaces the traditional bus trip to school along a predetermined “safe route.”
 
 “Walking School Bus” programs have been implemented in public and private schools across the country to fight an epidemic of childhood obesity that has almost guaranteed this generation of children will be the first in American history to expect a shorter life span than their parents. The alarming rise of childhood obesity has given rise to adult diseases in ever-increasingly younger ages: heart disease, Type II diabetes, and even osteoporosis.
 
A healthy choice that encourages students and families to schedule regular exercise back into the school day, it promotes physical activity outside of school in a safe context. It also provides parents and children some “together time” and additional social bonding for students outside of regular academics or the gym. Some other significant benefits include better behavior and focus in the classroom, as well as less congestion and air pollution around schools.
 
“This is an opportunity to help replace recess or gym time that has been cut out of so many school schedules. It’s also a great response to rising gas prices and the time crunch experienced by so many working parents,” stated Staria Henderson of KCMSD School-based/School-linked Services. “Other urban districts—both public and private--have seen an exponential rise in the number of children who walk or ride bikes either part or all the way to school.” Ten to fifteen minutes of additional exercise per day can result in a dramatic improvement in health for most children, along with increased psychological and social benefits.
 
The program to be implemented in the Kansas City, Missouri School District is sponsored by KC Healthy Kids, the PedNet Coalition, and PE4LIFE, which promotes the “new physical education” both inside and out of the classroom. It is a natural corollary to the “health club in the school” which is the basis of the popular PE4LIFE program. Success depends on the close cooperation of volunteers, family and community. KANSAS CITY, MO. – Alums, parents, neighbors, and community members with a green thumb are invited to join in the final preparation for the opening of Southwest Early College Campus (SWECC) by assisting in an exterior clean-up day from 8 to 11:30 a.m., Saturday, Aug. 16, at the school.

Volunteers are needed to clean, rake, weed and trim the grounds. Helpers should bring any necessary tools, as well as gloves and sunscreen. Cold water will be available. All ages are welcome. Free parking is available on 65th Street or in the parking lot located on the south side of the school.

SWECC is an early college school in the Kansas City, Missouri School District, for grades 6-12, with a math and science emphasis. The school will open August 25, 2008, with 6th and 9th graders, 120 students in each grade.  SWECC is designed and implemented by a set of five community partners: The Kansas City, Missouri School District, Kansas City’s Partnership for Regional Educational Preparation (PREP-KC), the University of Missouri-Kansas City (UMKC), the Kansas City Area Life Sciences Institute (KCALSI), and the Woodrow Wilson Foundation.

KANSAS CITY, MO. – The Central High School community will begin an effort to enhance achievement and standards at the school by launching its “Raising the Bar” initiative on Tuesday, August 19, 2008, with a mandatory orientation for parents, students and staff.

The event will also feature Marilyn Simmons, KCMSD Kansas City, Missouri School District Board president; Bernard Franklin, president of Metropolitan Community College-Penn Valley; and a special guest speaker.  Community members along with the Kansas City, Missouri School District Board, Central High School alumni, School Advisory Committee and others are also expected at this historic occasion.

All parents/custodians and students enrolled at Central High are required to attend the August 19 orientation in order to complete the enrollment process. The orientation will be followed by the ”Eagle Camp” on August 20-21, 2008, where students and parents will see counselors, get student ID badges, locker assignments and complete paperwork.

DISTRICT EFFORTS TO INCREASE ACT TEST PARTICIPATION YIELD SUCCESS

KANSAS CITY, MO. – The Kansas City, Missouri School District (KCMSD) has again set a record for the number of students who have taken the ACT test, outpacing its statewide peers in test participation as well.

More than 1,000 KCMSD graduates took the ACT in 2008, shattering the record set in 2007. The new record represents 79 percent of all 2008 KCMSD graduates this spring, a figure well above the 70 percent average of graduates who took the test in Missouri. The positive results speak to the effort the District has given to emphasizing ACT participation for its schools and students. The ultimate goal is full accreditation for the District in 2010, and ACT participation weighs heavily in that equation.

“The District will continue to reach out to all of our students to encourage them to take the ACT,” said Interim Superintendent John Martin. “The earlier we can get students to take the ACT, the more opportunities they have to get acclimated to the test and produce their best effort.”

The increase in ACT participants has produced notable results at several KCMSD schools. At Central High, average scores for math and science jumped by two percentage points. Paseo Academy experienced similar gains in English math. Overall, Lincoln College Preparatory Academy led all KCMSD schools with a composite score of 22, better than the state composite average of 21.

To maintain this progress, the District plans to continue paying for any eligible high school student to take the ACT. The District will continue to place an emphasis on increasing participation of students in the free/reduced lunch programs – a group that represents nearly 80 percent of KCMSD students.

“When we increase the opportunity for our students to take the ACT, we help them get a leg up on their post-secondary education by helping them to meet college or technical school entrance requirements,” Martin said. “Traditionally, that opportunity has been afforded to suburban students, but no longer. Our students deserve the chance to succeed, and the Kansas City, Missouri School District will do all it can to help them reach their goals.”

UNION FOCUSES ON STUDENTS’ EXTRA-CURRICULAR ACTIVITIES

KANSAS CITY, MO. – According to published statement by the American Federation of Teachers local president, 200 teachers recently met and unanimously voted to “Work to the rule,” an approach that will limit teachers to 7.5 hours in the classroom and reduce time for sponsoring  extracurricular activities.

Students depend on athletic activities, clubs and programs to not only enhance their education, but their social skills and development. Families depend on those programs to provide a positive post-school day outlet for their young people. The community uses those programs to build bonds and keep students away from the dangers of idle time. If 200 members of the union can tell all the other teachers they can’t act as coach or a program director, those benefits are wasted and the community will be fractured.

Teachers are professionals. A 7-hour, 30-minute workday might be mandatory, but the community demands its teachers and other school district staff go the extra mile to benefit its children. In turn, the community provides resources that provide teachers and staff with generous stipend pay for their efforts – money that boosts the local economy and provides a better life for teachers and staff. If the union carries out their public threat, teachers would lose the opportunity to supplement their income in today’s tough economy.

The No. 1 task of the District is to educate students – a job that isn’t dependent on a time clock. By scaling back their workday and efforts, the union is abandoning its members’ economic status and the future of the students they pledge to serve. For the Kansas City, Missouri School District, there is no such thing as good faith negotiations if students and families are harmed as a result.

KANSAS CITY, MO. – The Kansas City, Missouri School District (KCMSD) invites students, families and community members to the “Grand Finale” Neighborhood Fair on Saturday, Aug. 16, 2008 at Garfield Elementary School. The fair will feature family entertainment, informative community booths and vendors, and important information about enrollment, free preschool and K-8 Neighborhood Schools. The fair is free and open to the public.

The event will feature carnival games and delicious snacks while providing important information about enrollment, free preschool and K-8 Neighborhood Schools. Clowns, face painting and water games for children will be offered. Children will be able to participate in a faux-cow milking, get their faces painted and enjoy an inflatable obstacle course. In addition, free soda, popcorn and cotton candy will be shared with visitors. Small toys and other items will be given away to visitors as well.

This fair is an effort by the Kansas City, Missouri School District to bring important services and information directly to the community.

NEW DUAL LANGUAGE SCHOOL TO BE UNVEILED AT PARENT FORUM

KANSAS CITY, MO. – The Kansas City, Missouri School District (KCMSD) will introduce its NEW dual language school at Swinney Elementary during a special forum on Thursday, Aug. 14, 2008, at 1106 W 47th St., Kansas City, MO 64112. Parents and community members will have the opportunity to learn how the school will combine English and Spanish instruction to create students that are truly bilingual.

Beginning in the 2008-2009 school year, students at Swinney will be placed into classrooms where half the group is proficient in English, the other half in Spanish. Instruction will occur in both languages at separate times of the school day; all students have the opportunity to be both first language models and second language learners.

At the forum, Kansas City, Missouri School District staff will be available to answer any questions about enrolling at the school and the Dual Language Program. Interpreters will be available for non-English speaking families. Light refreshments will be served.

KCMSD TO IMPLEMENT WEB-BASED SPECIAL ED MANAGEMENT SOLUTION

Kansas City, MO–The Kansas City, Missouri School District (KCMSD) will fully automate accountability, Medicaid billing and reimbursement with the implementation of SEAS™ (Special Education Management Solution).

KCMSD plans to implement the full Special Education Management Solution package to manage its special education plans, data, and reporting. The Medicaid Claiming module will allow processing and billing for all eligible Medicaid reimbursement fees. The Services Accountability and Related Service Tracking feature will allow for documentation of all related service sessions that are required by the state for all students with Individual Education Plans (IEPs). This will allow the District to maintain compliance while providing valuable accountability information to parents and students. 

“It was very important to us that the solution we picked had the ability to stay current with changing state and federal regulations,” said Dr. Christine Hernandez, Special Education Director for KCMSD.  “CAS has the staffing capability to provide on-site service to our schools. Their staff has demonstrated its commitment to the success of Missouri school districts. We feel this is the right partnership for the Kansas City, Missouri School District.”

STATE REPORT ON DISTRICT IMPROVEMENT NOW AVAILABLE ONLINE

KANSAS CITY, MO. – A preliminary report of the Kansas City, Missouri School District’s (KCMSD) progress toward full accreditation is now available on the District’s Web site – www.kcmsd.net.

The Missouri School Improvement Program (MSIP) preliminary report details observations made by nearly 240 evaluators organized by the state Department of Elementary and Secondary Education. In late April, those evaluators observed lessons and conducted structured interviews with students, teachers and administrators. In addition, state education officials interviewed the KCMSD Board of Directors. The report provides an in-depth analysis of what was observed.

The report is important to KCMSD as it continues toward full accreditation in 2010. The MSIP program identifies strengths and deficiencies. The District will review and analyze the data before acting on the recommendations included in the report, said Dr. John Martin, interim superintendent.

“The report shows we are not where we want to be, but we’re excited about our progress in several areas,” Martin said. “These findings put us closer to our goal of full accreditation.”

DISTRICT WILL CONTINUE TO HONOR RULING IN INDEPENDENCE CASE

KANSAS CITY, MO. – With the ruling on the ownership status of seven Independence school buildings issued, the Kansas City, Missouri School District (KCMSD) will continue to proactively cooperate and honor the ruling issued by a state arbitration board regarding the Independence boundary change.

Some might choose to see today’s decision as a defeat for the Kansas City, Missouri School District. However, it must be noted that like the Independence School District, the Kansas City, Missouri School District was a defendant in the litigation brought by the non-profit School District of Kansas City, Missouri Building Corp. Today’s decision brings clarity to the ownership debate and allows all parties to move forward in a cooperative and respectful manner.

Further, the judge’s decision upholds the ruling brought by the arbitration board, a ruling KCMSD has followed without hesitation. With this latest court ruling, it is our hope to move forward and begin preparing for a productive 2008-2009 school year.

The focus may once again be placed on job No. 1 – educating students.

KANSAS CITY, MO—Prospective students are encouraged to pick up an audition packet, prepare for their genre, and contact the Paseo Academy of Fine and Performing Arts for an audition appointment during the month of August. PASEO ACADEMY STUDENTS TO HOST SUMMER SCHOOL GRAND FINALE PERFORMANCES

KANSAS CITY, MO. – The Paseo Academy of Fine and Performing Arts Summer Camp will bring down the curtain on the Summer School session with a pair of student performances this week. The performances will be at the school, 4747 Flora, Kansas City, MO 64110.

On July 22 at 7 p.m. in the Black Box Theater, students will present their rendition of the popular musical “You’re a Good Man Charlie Brown.” The production, based on the Charles Schultz “Peanuts” cartoon,” details how Charlie Brown struggles to buy-in to the “good man” accolades shared by his friends. In the end, Charlie Brown discovers what true happiness means.

On July 24 at 7 p.m. in the Main Theater, students will present “Paseo Live on Stage,” an eclectic mix of dance, music and original spoken word performances. The performances will touch nearly every aspect of arts education at Paseo and showcase the skills absorbed by students during the summer.

COMPROMISE EFFORTS REJECTED AGAIN BY INDEPENDENCE
 
KANSAS CITY, MO. – In the months following the Independence boundary change vote, Kansas City, Missouri School District (KCMSD) leaders have been anxious to reach a compromise that would allow both school districts to focus on job No. 1 – educating children. KCMSD offered proposals before, during and after a state-mandated arbitration process, only to watch the Independence School District (ISD) reject or withdraw from the talks.
 
“The Kansas City, Missouri School District has tried to be cooperative and accommodating. That apparently is not enough. What is being demanded is that Kansas City agree to every demand made by Independence,” said Dr. John Martin, KCMSD interim superintendent. “Good faith negotiations between parties should always involve some mutual respect and cooperation by all parties involved.”
 
Up to this point, there has been no give on the part of the Independence School District. In fact, the Independence School District has deployed a relentless media and public relations campaign – including the use of elected officials - that distorts the facts with regard to the positions KCMSD.
 
FACT: Today, Jackson County Circuit Court held a hearing on several pending legal actions.  FACT: None of these actions were initiated by the Kansas City, Missouri School District.  One action was brought by the Kansas City, Missouri School Building Corp., a corporate entity separate and independent from KCMSD.  FACT: The court is being asked by the Building Corporation to clarify and determine the rights of the Building Corporation as the true, legal holder of title to the school properties affected by the boundary change.  FACT: The Kansas City, Missouri School District continues to wait for payment for the school buildings as mandated by the state board of arbitration. FACT: The other action being considered by the court was brought by the Independence School District against the KCMSD and the Building Corporation.  That action seeks to force transfer of ownership of the building without payment.       
 
Kansas City, Missouri School District recognizes that the community’s patience for final closure of these matters is wearing thin; we agree.  In the interest of resolution through settlement and compromise, KCMSD offered to sit down with representatives of the Independence School District and the Building Corporation and reach an agreement that would bring the pending legal actions to a close.  Independence responded by demanding that Kansas City give ground on every point.  Short of that, Independence refused to agree to set aside the court hearings and negotiate a mutually agreeable compromise.  The Kansas City, Missouri School District is waiting at the negotiation table.

KANSAS CITY, MO. – Satchel Page Comprehensive Community School students will celebrate the 100th birthday of its namesake, Negro Leagues and Kansas City Monarchs’ star Satchel Paige, during a special series of events Friday, July 11, 2008, at the school.

Students will be treated to a colorful and exciting set of events including a special cupcake and ice cream dessert at lunchtime, an intramural baseball game during the physical education period and a special program in the school’s gym. The celebration will culminate in a balloon launch in Paige’s honor.

In addition Bob Kendrick, Negro Leagues Baseball Museum marketing director, will speak to students about Paige’s importance to the community. The museum has adopted the school and frequently offers support.

The event, a unique celebration of one of Kansas City’s most celebrated figures, will highlight Paige’s contributions to the community. While the actual birthday of Paige is disputed – some claim he was born in 1906 – the event promises to honor the baseball great’s legacy.

SCHOOL DISTRICT WORKS TO COOPERATE ON BOUNDARY CHANGE

KANSAS CITY, MO. – Despite continued assertions to the contrary, the Kansas City, Missouri School District (KCMSD) is diligently working to abide by recent decisions by the State Board of Arbitration and the Jackson County Circuit Court in regard to the boundary change with the Independence School District.

Per the ruling Monday by a Jackson County court, Kansas City, Missouri School District has allowed Independence school representatives unconditional access to the seven buildings affected by the boundary change between the two school districts following the November election. We have voluntarily complied with the court ruling, opening the buildings and giving Independence staff space to assess conditions and begin necessary planning for their school district’s upcoming academic year.

The challenges both communities have faced in moving forward and executing the productive steps needed have been hindered by the public campaign undertaken by Independence. 

“We must work together to meet the needs of our students and community,” said KCMSD Interim Superintendent John Martin. “Our school district is wholly committed to conducting this transfer in a way that is beneficial to students in both communities. While some may assert otherwise, rest assured this is what we have been focused on and will stay focused on.” 

Many activities have occurred recently that have left many community members with mixed messages and misnomers, including:

• The statements regarding Kansas City, Missouri School District authority to transfer title of the buildings to the Independence School District is false. KCMSD merely leases its school buildings from the Building Corp., a separate and independent  501 ©3 Missouri not-for-profit corporation which, in the past, has issued bonds and lent the proceeds to the School District. 

• The argument that the School District is authorized to “direct” the Building Corporation to transfer the buildings to Independence, without receiving payment as consideration, is wrong. 

Again, the Kansas City, Missouri School District is committed to working responsibly and diligently toward a conclusion that allows it to fulfill its No. 1 goal – educating students.

More than 17 artists will be featured from KCMSD elementary and high schools, as well as administrative staff.  The Department of Humanities of the KCMSD is sponsoring the exhibition.  Martha Thompson serves as the director and Ken Van Pelt is the visual arts resource teacher.

This is a great opportunity for students to receive sports physicals or yearly check-ups. It is also a chance to update required immunizations. You and your family will also receive information about asthma, diabetes, obesity, dental, and other health issues. KCMSD enrollment information will also be provided.

SCHOOL DISTRICT FEELS ARBITRATION PANEL ACTED RESPONSIBLY

KANSAS CITY, MO. — Today, the State arbitration panel ruled on the dispute between the Kansas City, Missouri School District (KCMSD) and Independence School District regarding the division of property and liabilities following the boundary change between the two districts.

The panel determined the KCMSD is owed more than $17 million for the school properties to be transferred to the Independence School District as a result of the boundary change.  Additionally, Independence owes KCMSD more than $800,000 for personal property contained in the buildings.  The amount owed to KCMSD is to be offset by $4.2 million which represents the amount to be transferred from Kansas City’s fund balances to Independence.

While the panel’s award is less than the appraised value of all the properties to be transferred, KCMSD is pleased that the panel rejected Independence’s claim that millions of dollars from Kansas City’s assets should be transferred to them.

“The panel had a difficult job,” said School Board Vice President Arthur Benson, “We appreciate the work of the panel and believe it acted responsibly.  While there are questions regarding the legality of requiring the District to transfer desegregation settlement funds to Independence, we understand how a non-judicial panel would not address such questions.”

The panel did not address the question of the Kansas City, Missouri School District Building Corporation’s title to the properties, especially with regards to the 5 elementary school buildings for which no compensation was provided.

KANSAS CITY, MO. – A special Board of Arbitration will decide on property ownership and compensation related to the change in boundaries between the Independence and Kansas City, Missouri school districts during a public meeting Friday, June 27, 2008, in Jefferson City, MO. The board, appointed by the Missouri State Board of Education, will discuss the matter and issue a binding consensus of findings.

KANSAS CITY, MISSOURI SCHOOL DISTRICT UNION NEGOTIATIONS CONTINUE

KANSAS CITY, MO. – Wednesday, June 25, 2008, as a follow-up to the release issued Monday, June 23, 2008. The District is currently engaged in negotiations with the KCFT & SRP Local 691 (“Union”) under the guidance of the Federal Mediation and Conciliation Services (FMCS). In that regard, the District has advised the Union that it will continue good-faith negotiations until such time as a new collective bargaining agreement has been reached, or the parties have otherwise reached an impasse. During the negotiations, the District will continue to maintain the status quo regarding all terms and conditions of the expired contract.

It is the District’s belief that our partnership with the Union will produce an agreement that is both student-focused and fair to the teachers. The district’s intention is to achieve full accreditation and re-establish pride and trust among our students, staff and community.

FAMOUS RAP STAR SHARES LIFE LESSONS WITH SUMMER SCHOOL STUDENTS
 
KANSAS CITY, MO. – Grammy Award-winning rap star T.I. took a moment before a performance June 20 to speak with nearly 275 summer school students at Central High School about focusing on positive decision-making and working toward their goals. T.I., also known as Clifford Harris, spoke for nearly an hour and also answered questions from students.
 
The event was sponsored by The Harris Foundation, a Kansas City-based action group. Through the work of the foundation and District, students were fed lunch and transported by school bus home following the late afternoon visit. In addition, Osco Bolton of the P.O.S.S.E. community action group spoke to students at the beginning of the event and encouraged them to listen to T.I.’s advice.
